For Exempt Micro-Enterprises (EMEs) — businesses with annual turnover below R10 million — a BEE certificate takes the form of a sworn affidavit. As a result, no formal verification by an agency is required, which makes the process faster and more affordable. In contrast, Qualifying Small Enterprises (QSEs) with turnover between R10–R50 million require a BEE scorecard verified by an accredited agency.

EME vs QSE: Which BEE Certificate Do You Need?
The type of BEE certificate you need depends on your business’s annual turnover. If your turnover is below R10 million, you are classified as an Exempt Micro-Enterprise and qualify for an EME affidavit. This is a sworn statement that does not require external verification, making it the simplest and most affordable option.
On the other hand, if your turnover is between R10 million and R50 million, you are a Qualifying Small Enterprise. QSEs require a BEE scorecard assessed by a SANAS-accredited verification agency. However, the scoring considers multiple elements including ownership, management control, skills development, enterprise and supplier development, and socio-economic development.

How BEE Levels Are Determined for SMEs
For EMEs, the BEE level is determined automatically based on black ownership percentage. Specifically, 100% black-owned EMEs receive Level 1 (135% procurement recognition), while 51%+ black-owned EMEs receive Level 2 (125% recognition). All other EMEs default to Level 4 (100% recognition).
QSE levels, in contrast, are determined by a points-based scorecard system. The scorecard evaluates elements such as ownership, management control, skills development, enterprise development, supplier development, and socio-economic development. Consequently, your final BEE level depends on the total points scored across all elements.
It is important to note that a higher BEE level gives your business a significant competitive advantage in procurement. For instance, a Level 1 contributor with 135% recognition means that for every R1 spent with your business, the buyer can claim R1.35 in BEE procurement spending. As a result, Level 1 and Level 2 contributors are strongly preferred by procurement departments.
