One of the first things many new church leaders want after registering is the ability to conduct legal marriages. In South Africa, a wedding is only legally valid if it is solemnised by a designated marriage officer. The good news: a minister of a registered church can apply to become a marriage officer through the Department of Home Affairs. This guide explains exactly how it works, who qualifies, and what you need.

What is a marriage officer?

A marriage officer is a person legally authorised under the Marriage Act 25 of 1961 to solemnise marriages. There are two kinds: ex officio marriage officers (magistrates and certain state officials), and designated marriage officers — ministers of religion who are appointed by the Minister of Home Affairs to marry couples according to the rites of their denomination.

Who can become a marriage officer in South Africa?

To be designated, you generally need to meet these requirements:

  • You are a minister or officer of a registered religious denomination or organisation — so your church must be properly registered first.
  • You are ordained or appointed to conduct religious services in that church.
  • You are a South African citizen or permanent resident.
  • Your church nominates you and applies to Home Affairs on your behalf.

This is why registering your church correctly matters: Home Affairs designates ministers of recognised, registered religious bodies. If your church isn’t registered yet, that’s step one — we can register your church as an NPC so you can then apply.

How to apply to become a marriage officer

  • Step 1 — Register your church (NPC / religious organisation) if you haven’t already.
  • Step 2 — Prepare a designation application to the Department of Home Affairs, motivating that you are an ordained minister of the church.
  • Step 3 — Submit supporting documents: proof of church registration, proof of your ordination/appointment, your certified ID, and the church’s letter of nomination.
  • Step 4 — Home Affairs assesses and designates you as a marriage officer, usually for that specific denomination and area.
  • Step 5 — You receive your designation letter and can then legally solemnise marriages and register them with Home Affairs.
